About Hortense Jongen

Dr. Hortense Jongen is a Postdoctoral researcher in the research project ‘Legitimacy outside the State: Governing the Global Internet', led by Prof. Jan Aart Scholte. Taking a mixed-methods approach, she researches the legitimacy of the Internet Corporation for Assigned Names and Numbers (ICANN), one of the most developed institutions in private global governance.

Her PhD Thesis (Maastricht University, 2017) was awarded the 2018 Maastricht University Dissertation Prize for best PhD Thesis defended at the university in 2017 and 2018 (all disciplines except medicine and life sciences). The thesis dealt with the authority of peer reviews among states in the global fight against corruption. Taking a mixed-methods approach, she comparatively analyzed the authority of the OECD Working Group on Bribery, the Council of Europe's GRECO, and the Implementation Review Mechanism of the United Nations Convention against Corruption.
